Hello does not require any form of registration or something like that to use.

Contacts usage.
Your contacts data (number, name) will only take place in the devices that you use to run the Hello. Hello will not store or share any of your data. We will not use your data for advertising, promotion or any other services. And your data remain anonymous to us.
iCloud sync.
If you enable the sync feature, then Hello will transmit your database and all data you have stored in Hello on your personal iCloud storage space. We will not share or transmit any of your data with third-party services.
Changes.
We may update our Privacy Policy from time to time. You need to review this Privacy Policy periodically for any changes.
